Didn't pay a bribe for Passport Verification

I applied for the passport in April 2008 at Jaipur Passport Office. After 30 days police inquiry came to my home in Ajmer. That time I was studying Engineering from a college in Jaipur for last 4 years. Policeman asked my parents to report me at local police station. When I reached there, they verified my identity and address proof. After that SHO signed and verified my identity. After that the Policeman which was a Constable, he asked me for some 'kharcha pani'. I asked how much. He said, 1000 Rs. I told him if its better to pay 1000 bucks to the Government for 'Tatkaal' Passport then to you. I refused to pay bribe. He reduced his 'kharcha' and demanded for 500. I refused again. Then he came down to 100. I offered him 20 bucks for
'Chai-Pani'. He rejected and warned me if I will not pay him 200 Rs he will delay my file. I refused to pay a single Rupees to him for this work. He delayed my file. And my passport was delivered to me one more month later than the usual time period. As I didn't need it in urgent, I was happy that I resisted to pay a bribe that time.
