I have Delhi license which has expired and now as I reside in Gurgaon...

I have Delhi license which has expired and now as I reside in Gurgaon, I went to the Gurgaon Transport Authority for renewal along with Form 9 and 1 as directed by the website. After reaching the final counter to submit the final documents I was told that I have to go to the Delhi RTO where I got my license issued earlier and get an NOC and then come back submit that along with 2 residence proofs to the Gurgaon Authority. The website does not mention this point and why should I require an NOC. When the driving license is recognised in the whole country why should I require an NOC. A cumbersome procedure like this one only encourages shorter routes which may not be accepted by law.
