Demand bribe for Registration of land

It was my first experience with Sub-registrar dealings. When I went for registration of the land along with my lawyer, I was asked to pay Ten thousand rupees other than the land registration charges. My lawyer told me that the sub registrat is asking for Fifteen thousand rupees, but he has settled with Ten thousand rupees.
I said to him, let me talk to the sub registrar myself, and when I was called for signature in the ledger, the sub registrar asked for the money in front of several peoples. I requested him to take five thousand rupees and close this matter. But, he did not accept my request and told his office boy not to hand over the registration papers untill I pay Ten thousand rupees.
I had to pay the demanded amount to the office boy, who then handed over to the sub registrar in front of me. Then only the registration papers were handed over to me.

The complete transaction took around 10 minutes and within 10 minutes he made ten thousnad rupees. One can count easily, how much money they will collect from aam public in a day.

What is important to see here is, after paying all the government charges also, one has to pay additional amount to record their details in the ledgers or else,
