Circles at an office
I needed to get a passport because it was outdated. When I went to the passport office in Madurai they sent me in circles. Person A told me to go to Person B who told me to go to Person C who then told me to go back to person A. No one in the office responds politely or with correct information without a bribe. They expect us to pay just to get information. They cheaply look down at us if we do not give a bribe. I then came out of the office in frustration without paying a bribe.
