Didn't pay a bribe so got cheated - Encouraging bribery

I took a 'U' turn at a signal where there was a no 'U' turn board and was caught by the traffic police. He said that the fine was Rs. 300. I did not want to pay a bribe, so, gave him the Rs. 300. I then saw the back of the 'challan' and saw that the fine for breaking the 'U' turn rule is Rs. 50. I was actually charged for 'Overspeeding with reasons'.

When I asked the sub-inspector about it, he said that he should actually charge me under 'Rash driving' the fine for which is Rs. 1100. He said he was helping me with a fine of only Rs. 300. When I asked him how it constituted rash driving, he said that I did not look-out for vehicles coming in the opposit direction. I know for a fact that when I was taking the 'U' turn, vehicles in the opposit direction had a 'red' signal. Vehicles were coming over from my left to take their right turn. I waited for vehicles from my left to cross and then went behind them to take my 'U' turn while the signal was still 'red' for vehicles coming in the opposit direction. When I pointed this out to him, he flatly denied this. In fact, at the time I was taking the turn, he was talking to another violater. He also said that I took a 'U' turn that was too long and I was occupying the whole road, which is again untrue. Also, nobody was coming behind me. He finally said that if I was planning to go abroad or anything, my verification has to be done by his police station[which is true]. I left quitely after this only to see another 'U' turn violater being let off after a Rs. 50 bribe.
