There are many agents who set up shop outside the RTOs. Getting an agent to get your driver's license done is paying a bribe because agents have their tie-ups with RTO inspectors and you end up paying a large sum of money. Driving schools technically are not included in that category, but they do engage in institutionalized corruption since some driving schools tend to have their links with the RTO offices. In my view, engaging an agent is a very corruption prone activity. Moreover, such a system provides no motivation at all to the government to change processes to make them faster.</p>
