I am trying to register my property, the money quoted in the sale

I am trying to register my property, the money quoted in the sale deed is inclusive of registration.

My landlord/builder is asking me to pay 25000 as bribe to the office for registration which I am against. They are not helping me to register the property as I am not ready to pay bribe.
Landlord says, without that, I cannot do registration and this is how things work here.

Please advice, what should I do.
