I have applied for 'Name Transfer' in my Property Documents on 10.04.2017.

I have applied for 'Name Transfer' in my Property Documents on 10.04.2017. I am told that it will not take more than 15 days for this. But more than 35 days have gone since receipt of my Application. Still the name has NOT been changed. What is the problem? Why it is not changed? When will it happen?
