My agriculture land of 1and half acre { located in Alibab talula

My agriculture land of 1and half acre { located in Alibab talula , raigad district } is surrounded by non agriculture land and same NA permission is given by collector recently. My question is whether they should keep way to access or enter to my agriculture land ? is it mandatory for them ?
