Over valuing parcels and then levyin custom duties

I have been ordering personal items such as cloths,bags,shoes etc from an international free delivery website(asos). It states custom duties might be levied on any single order above 10,000 INR.

I have been charged duties for as low as 15£  (1245inr) and also my orders are over valued even though the price and invoice mentions the original value of the order on the parcel. 
Eg: I ordered a dress for 21£ and it was grossly over valued at 2287 with 14.71 duty, amounting to 367rs. Even if the  pound rate was 100rs ( which it is not) the value could not have been over 2100rs. I paid 1743rs for that dress and also have all the proof required like bank statement etc proving it.

Today 5 of my parcels arrived all with custom duties on it, even for a tshirt for 12.50£ (1040 rs.) has some random 300 duty on it and of course it has been over valued. (they all are separate orders and most below 20£)

I have been paying up but realised this is not fair! Why should I pay when they randomly assume the price of the parcel even though it's mentioned on it? 

I called mumbai customs, no one answered on the odd 5 different numbers provided.
I called the chief commissioner of Mumbai customs office and of course he said check the website And it's not his concern department ( he is too important to take calls from mere citizens like me)

What am I suppose to do? Who is answerable for such things? And why are they deciding the value of the goods on their own when it's mentioned on the parcel? Like hello it's a very credible website!

Please help me to ate at find out the correct person to approach' as I returned the 5 parcels!
