Voltage fluctuations and low voltage in domestic power supply--rectification sought

There is only a single phase electrical line in our locality and there are around 14 consumers connected to this line. this electrical line is also connected to a fabrication working unit. In addition to very low voltage problem this connection added the fluctuations which render our use of electrical appliances inoperable.The residents of our area made a representation to the A.E on 15th March. We were told that unless a 3phase lines are provided our problem could not be solved.Some of us volunteered to apply for 3phase conversion and requested him to at least shift our phase to another phase to avoid fluctuations. He agreed. But in spite of several reminders no action has been taken. I addressed a complaint to the A.D.E (by registered post) enclosing a copy of the representation to the A.E. No response even after15 days. I met the A.D.E in his office personally and appraised him of the situation.He called up the A.E and instructed him to solve our problem. My attempts to contact the line man has never succeeded as he disconnects the phone as soon as he hears my voice. I don't want to bribe and get things done. But , we have to wait for the mercy of these officers praying God to give them good sense.
