I would suggest that you separate the two issues, namely, getting a duplicate licence and shifting your licence to another state. First, for getting a duplicate licence, you will have to file an FIR that the earlier one was lost and produce the FIR copy, along with the form prescribed in which you are to apply for the duplicate. (This is named as Form LLD). The particulars are verified by the authority from the records. The duplicate license will have the valid period same as the previous license. It is always useful to show the RTO concerned the photocopy of the earlier licence, so that they can trace your licence easily.</div>

Your licence is valid for the entire country, so it is not obligatory for you to change your address immediately when you shift. If you wish to do so, you can approach the RTO of your new place of residence and seek for the issue of a new licence with the new address, based on the old one that you possess.</div>
