When I have a valid visa to stay in india,why should i pay to extend it?

I am a senior citizen of 63 yrs old and have a valid permit to stay in India until 26 september 2014. Recently I as called by the THANE POLICE COMMISIONER'S OFFICE where the permit issuing office works out of. I carried my certified permit and the officer stated to me. Sir your permit expired in MARCH 2012. I showed him the permit duly certified and stamped by the POLICE DEPARTMENT. I was taken aback when he said as per our entry in our registrar your permit expired in March 2012 and said there as a clerical error and demanded 6600rupees to extend my permit for another year. The irony of this is that there are no receipts issued and its his word against mine. I am planning on seeing his departmental head early next eek and seek a legal opinion. I ansred him back only 2years ago,I paid for 4 years of extension. The other complaint,though the official exchange rate for US DOLLAR is 48rs,the visa department arbitrarily asks for 55 rs exchange rate. If any NRI has similiar experience,help me out as to how to nail him
