Bribe for the cauvery lineman to allow water "Legally"

Every month we (apartment residents) need to pay a sum of Rs. 800 towards the lineman for releasing cauvery water on a bi-weekly basis. We have a legal BWSSB connection and also we have been paying water tax regularly. This bribe is paid every month , NOT to do anything Illegally, THIS BRIBE IS TO DO HIS WORK.
