Bribe for issuing learners license

I had to pay 2300/- as bribe for issuing learners license. Reason is i dont have any ID proof with local address. However i had all the documents from election card, passport, aadhar card etc with my native address. I was armtwisted, i had no option than to pay.
Involved person is Asst.director of transport himself though didnt ask directly had to pay away from the premises through other lower authority staff.
