Bribe paid as the traffic policeman didn't have a receipt book

I don't remember the exact date I paid the bribe on as it was in April and I didn't think of doing something about it till now.

I stopped my car on the western express highway in Bombay on the road towards Bandra to receive a phone call. It was on the side of the road and I switched off my engine.
A traffic policeman came along and told me I had violated a rule as I stopped my car on the highway.
I agreed to pay the applicable fine but he instead took my license and said, he didn't have the receipt book to issue a fine receipt and instead, had one that allowed him to confiscate my license.
I was planning to go abroad for a holiday and didn't have the time to go to a RTO and then collect the license from there, and so, I paid Rs. 100 without being issued a receipt.

Can I refuse to pay a fine if they don't have the right receipt book?
