Bribe to get khata transferred

I paid a bribe of Rs 2000 when asked for 'unofficial fees' to get a khata transferred to my name at the BBMP office in Thanisandra, Bangalore yesterday (27th July) at 11. 30 am. The bribe taker was an employee (Mr. Kanthraj) who was in charge of making out new khatas. The reason I paid was that, last time I refused (five months ago) another person openly told me that ' he will also see how I get the khata' then, and demanded a BDA NOC certificate. After five months of fruitless wandering to the BDA it transpired that they do not issue NOCs for empty sites like ours. Or so they say, we didn't attempt to find out if a bribe here would have paved the way. So back to BBMP. This time a different man was in charge and openly said '2000 unofficial fees and it will be done in one day'. I paid this and the khata transfer was done.
Nothing seems to get done without a bribe at the BBMP. Unfortunately, they have a very real control over what happens to your property and are doing this every week to hundreds! Please take action! This is true all over Bangalore, at every sub-registrar's office, BBMP and other government offices.
