Farm land registration

I am an NRI, while visiting India with my Father a few years back we come to learn a government policy where farming land of NRI can be transferred to next of Kin at a fix cost/fee, we decided to go ahead with the transfer and got all the paper work prepared for final concurrence by the top man at the registry office. We personally presented the completed docs for his final approval, he flicked through the docs and without any hesitation said that we are getting this done too cheaply, obviously our reaction to this was totally innocent in saying we have followed the government guide line and done everything according to the Law of the land. He had no interest in our argument but to pay him 30k, cut the long story short we finally haggled him down to 3k -paid up and left before it turned dark, because we still had to reach home by bus nearly 25 km away.
