Harassment for No Parking Violation

I was harassed by Pondicherry traffic police. I visited Pondy for the first time and went to beach road by my car. As every one had parked car beside the road and I didn't see any no parking board as well I parked my car properly.
But then when we came to after seeing the beach I saw that a police notice was put on my car. I still tried find if there was any board but there was no board. I asked the traffic constable who asked my License. I gave him my licesnse. He said Its no parking and the board are put at the end of the road which is 1 and half kilometer long.
Still I agreed that I need to pay a fine and said I will pay the fine give me a reciept. He said I have to go to police station. I was not sure why , as traffic violations like this are stop settled with a reciept. Still I agreed to go to police station as I didn't want to pay him a bribe.
Once I reached police station , they just started registering a petty case. I said why a case , there must be a simple way to pay the fine and resolve this rather than a case. Then they said case is required but you pay 200 and then you can go.
I paid two hundred and he gave me the license back. Now I asked receipt for 200. They got angry and said you come monday to court. I said for such a simple case why go to court. You give me a reciept and that should be sufficient.
Then he started asking me to give the license back and take the money and come on monday . I clearly uderstood that whatever the money I paid may fully or partailly go to the people involved in this and they literlly harassed me. I asked that I want to speak to a inspector and they didn't even allow me to speak to inspector. i was handicapped because I didn't understand the language. But for such a small incident the police harassed me completely and took more than 1 hour of mine. I am not sure now what will happen to the case they registered.
