To transfer the ownership of the recently bought 2 wheeler

I am staying in Goa for about 15 years,, i have done my entire schooling in Goa.
despite having all the documents from Goa, i was unable to transfer the ownership on my name just because i don't have a local voter id card or passport.
i really don't know why "local " word stressed in the states of Goa.
i have my voter id from my native place ( Uttar Pradesh) , but i have an adhaar card from Goa, bank accounts from Goa. rental agreement. pan card, everything from Goa.
but still it wasn't acceptable at the RTO near Mapusa. i was told rudely to go and get my local voter id card.
but i don't have, i applied for change in address in my voter id,, but still i didn't get any response ( i did it online).
so i decided to approach the agents which sit in front of the Mapusa RTO office. one of them just asked for the rent agreement and electricity bill and asked for 3500/-, i had no other option to pay him or else wait for another 6 months to get the address changed on my voter id.
