Misconduct in Exchange of Conduct Certificate

Character/Conduct certificate is a necessary document required to be produced while applying for higher education, new job or while procuring a passport. Obtaining this document shouldn’t cost anything for applicants and yet, a majority of individuals pay a bribe to get a signature from the concerned officials.

Not only did a complainant from Thane (Maharashtra) pay a bribe of Rs.500, he also faced humiliation by police officer whose job includes signing the complainants’ conduct certificate. Another person from Parbhani (Maharashtra), likewise, paid Rs.1000 for the same purpose.

Individuals who resist paying bribe are held at ransom by government officials. Such as this case in point, in which a working professional from Aurangabad (Maharashtra) was refused his character certificate, despite having all his necessary documents in place.

In another bemusing case, character certificate for a one-year old baby’s passport too needed a bribe to get a policeman’s signature.
