Community Certificate is issued to certify one’s caste in support of an application. This is issued by Taluk office under the Revenue Department. What if certificate seekers have to pay money to procure their Community Certificates?

Our website is the testimony of this where respondents across the country have shared their experiences about paying a bribe to procure their Community Certificates.

A respondent from Tamil Nadu, on our website, complained that he had to pay Rs.2,000 to obtain his Community Certificate that was required for his admission to an educational institution.

Another respondent from Tamil Nadu had to pay Rs.1,600 for his/her children as he/she needed the certificate to admit his/her kids in a school. Writing on our website, the person said, “If you don’t pay the money, you will have to run from pillar to post. We need to change our system so that these people cannot misuse it.” 

We had posted a poll on our website, “Have you paid a bribe to get your Community Certificate?” Shockingly, 51 per cent of voters admitted of paying a bribe to government officers for obtaining their Community Certificates and 17 per cent of the people knew someone who had to bribe for the same reason. Another 14 per cent of voters were lucky who did not have to waste a single paisa to procure their certificates. However, 19 per cent of voters resisted paying a bribe.

Here is an interesting report posted on our website of a bribe-fighter from Tamil Nadu who raised his voice against bribery. Once he applied for his Community Certificate, the concerned officer tried to bag money from him but the person fought his way back and procured his certificate without paying a bribe.

The person commented, “Since my school days, I have been practising 'No-Bribe'. It’s considerably less when I go to Government offices for any work to be done. But whenever I go, I don't bribe and I question the officials - why I should pay?"
