Accountability and integrity of the institutions that are responsible for law enforcement and safeguarding the rights of the citizens come under question when they themselves indulge in corrupt practices. While this trend is not uncommon in India, it is interesting to note that rampant malpractices and violations by the law-makers and law-keepers are widely prevalent in countries across the world.
