New anti-corruption drive; is it emblematic of a changing Bihar?

While Bihar often is considered to be one of the most corrupt states in India, the new anti-corruption drive undertaken by Chief Minister Nitish Kumar presents a completely different picture. Are such drives and new anti-corruption laws the need of the hour? Will they help us in dealing with institutionalised corruption more effectively ?
