I paid bribe for my PRC(PERMANENT RESIDENTIAL CERTIFICATE)

I paid Rs.600 as bribe to get my PRC. At first I tried to do it without bribing, but it became impossible to get it done without bribing any individual. Thr were some brokers who asked Rs.600 for the work. Some governmemnt officials were also involved in it. At one point one of the official was also very racial towards me.
