Refused to take the hint

Last year, I was in a traffic accident. My fault as I rear-ended a cab. The police came and asked me to pay off the cabbies. I negotiated an amount and paid the cabbie off because I figured he was a poor cabbie who couldn't afford to leave his car behind at the police station while the investigation was on.
However, I was told that I would need a police report to claim insurance. Not knowing any better, I went to the police station in ********** Vihar ( btw, you don't need any paperwork to claim insurance ). And that's when I realized something was amiss.

Writing the report was taking inordinately long. And all the while, this young sub-inspector or constable was trying to chat me outside the station. He would go on and on about how tough police life is, how they have to use their own bikes for police work etc. etc. I knew he was building up to asking for a bribe. But I played thick and spoke to him about everything under the sun - his brothers, sisters, friends etc. I simply refused to give him the opportunity to mention money - in any context
I suppose the superior officer writing the report became frustrated after some time. He came out, handed me a piece of paper and took a more a direct approach. I just told him, "Sir, I always thought Delhi police was with me, for me, always". That must have done it. He asked to go - with the "report" in hand
