Bribe for police verification

The police verification requires that a person complete one year of residence at the address given.
For a student wanting to pursue higher education and applying for a passport it goes against them as they would have graduated from some other state university.
Even if parents have a passport with the given address and all other documents in order a nominal bribe of Rs200/- is taken I my case i had to pay Rs 2000/- as my ward was residing for less than a year. The final year mark sheet given has a date much later than the day of the last exam and this is take as a reference.

To avoid such instances the CCTV cameras and eminent persons or NGO should be present and conditions like residing for more than 1 year for students or similar cases be waived. Surely my country security is compromised with such persons in the police force who will not hesitate to issue a police clearance in exchange for money.
