Bribe to register my flat purchase

I have been asked to come to Panvel to register my recently purchased flat with Hiranandani Palace Gardens, Panvel. I have already paid the stamp duty and registration fees. When I called the registration office to confirm my appointment, they asked me to get an additional amount of 10,000. I confirmed this with my builder and they mentioned that this 10K is not an official amount and we will get not receipt for this, but it is a NORM or PRACTICE that the registration department follows! Such blatant corruption! I would like to report this.
