I paid Rs.150 to get a Duplicate RC Smartcard for my bike...

..even though I had all the papers in order as per the RTO direction and had spent 2 weekends collecting all these papers and spending close to Rs.400 to do so.
The original RC Smartcard *somehow* never reached for a bike I purchased in Feb this year (KA-03 HG-2307). I enquired and got to know the process of getting a duplicate RC. It is so complicated and I obliged everything and got all the papers in order and submitted my application on 16-Aug-2010. I even attached an empty self-addressed envelope with the required stamps for postage as told to me.
When I didn't receive the duplicate "Smart Card" till 13-Sep-2010, I got nervous and approached the RTO to enquire where it is stuck up at. The concerned officials were not present even at 10:30 am (even though the official start time is 10 am) and an office attendant (Mr.Samad) gave his personal phone number and asked me to call him a week later.
I did call him on 18-Sep-2010 and he asked me to come and collect it in person as the duplciate was ready to be posted. Fearing another loss in the hands of our "Royal" Indian Postal service, I opted to ********** him @ 4:30 PM in the RTO ********** Nagar premises. It was a Saturday afternoon and there was no staff member on the 2nd floor of RTO building in ********** Nagar.
I met him and he handed over the duplicate smart card and demanded Rs.200 for this service. I talked him down and gave him Rs.150.
After handing it down to me, he said he will send me a xerox copy of the RC card by post - which I am yet to receive.
I am ashamed and disgusted at paying this but my knees were bent so hard by the apathetic system, I had to bendover and left with no choice. Imagine getting caught at every traffic signal and harassed for not possessing a Registration Certificate for your bike in Bangalore....
Please do something about it.
