I had applied for my passport and had to drop in at the FRO at Shakespeare Sarani, Kolkata, for depositing the photocopies of the documents. everything was in order. we ran out of official things to talk about. i asked him 'is there anything else i need to do?' and got the standard answer 'we usually get something' and hinted at 'so much paperwork, you know, everything.....'. Paid him Rs. 200. i do not know of anybody who got himself a passport without paying the 'extra'.
