Paid university peon to get marksheet on time.

The Peon was king there in Vinoba ********** University. I had to take admission in an university in Bhopal and for that my marksheet was needed. With an application approved by VC to release my marksheet, I went to University office and handed the application to the clerk there. After a long wait, I was unable to get any update of my marksheet. And since was geting late and at 4.30 pm I again asked if my marksheet has arrived, i was told that the clerk had done his part now it's upto anotherb person. Believe me I was having less tha Rs 50 in my hand in denomination of 20 and 10's and since it was already 5, it was impossible to catch any bus and to hire an hotel was impossibble for me. Then I begged to a person there and told my inability to live at that place. After this, on paymaent of Rs 10.00 bribe, my marksheet was handed to me. Though it can be handed to me earlier. I took my marksheet, rushed to the road, catch an overcrowded ********** bus that was going to nearby Rly station.
Ideally this shouldn't have happened.
As an student, I should have enojoy the right to get my examination result on time, my marksheet on time and in my college and not in university and that is by VC's intervention.
