My father died in Sept 1979 leaving behind my mother, a brother and a sister, both of whom were minors. I was still studying and not yet employed. After nearly 2-1/2 years, we could still not get my Dad's dues from his employer because we could not get the succession certificate. We were surviving on the rent we were getting from the first floor of our house! Then my Dad's colleague advised me to change the advocate, which I did. The first thing he told me was that a speed money of Rs 5000 will have to be paid if we want to expedite the process. Once we paid the bribe, the succession certificate was issued by March 1983.
Is it any wonder that I am scared of dealing with any arm of the Indian or Delhi Government !
