I am a NRI and had lost my father on 25th August 2012 and approached the Municipal Office issuing Birth and Death Certificates for the denizens of Vadodara city. The behaviour shown by the officials / clerks was extremely derogatory and did not even give the application form for the same. I was directed to go to a illegal roadside vendor to buy the application form as well as stamp required for the same. I had to pay Rs.50 for something that would have a value of Rs.10.
The clerk took the application and directed me to meet outside. On meeting him outside he mentioned that even if I paid the official Rs. 50 per copy of attested death certificate, I will not get it the same day. He asked me to pay the official fee of Rs.7 per copy and pay him Rs.1000 for himself as well as his superior. I refused and paid Rs.2500/- for 50 copies. I was asked to come back at 5:00 pm in the evening to get the copies. On reaching the office at 5:00 pm, I was told that the printer is not working and will require to come back next day around same time. I asked him to give it in writing and the reason for not being able to print it on any of the several printers in the office. I also dialed the Municipal Commissioner's office and was about to be connected when the clerk as well as the officer found that the printer had started working. I got my attested copies at 6:30 pm without paying the bribe.
