Don't want to pay a bribe and ended paying more !
I am an NRI for the last 9 years and came to chennai last in September 15th 2009 to visit my relatives. I was driving my car and was driving it slow to get used to the condition. There is a double signal in nungambakkam near valluvarkottam and i was travelling towards palm grove. Definitely, we need a different skill to drive in india which we get by some experience. As i was lacking that for a while, i went past the signal although there were some motor cycles who came behind me and went off. It was exactly when the light turned from green to yellow and i was stopped promptly by the traffic constable. I shld not have stopped like the motor cycles did but stopped (Dono why still !) Constable asked me to see the inspector or traffic warden who stood by the enfield bullet with a big book. I was told that i jumped the signal and i need to pay a fine. I said alright and he told me to pay 200 rupees. I said fine and told him to give me the receipt for the same. He got angry and told me that i may need to pay more if he issues me with a traffic penalty ticket. I said fine again. He got agitated and asked me to pay 1100 rupees and started filling the sheet in his big book. I got shocked for a while but controlled myself and paid 1100 as i don't want to pay a bribe. When he gave the sheet, I found that he has charged me for the maximum available penalty in the sheet viz. traffic signal violation - Rs.100 and Driving the vehicle with a mobile phone - Rs.1000. In reality, it should have been nothing or Rs.100 maximum. I am atleast happy that i have paid 1100 to the government fund rather than a bribe.
