I did not pay bribe, which delayed my normal passport delivery by 6 months

I applied for new passport at RPO Koramangla, and within 5 days I got call from Hebbagudi Police station near Electronic City, though the officer dealing with my documents did not ask directly for bribe, but he indicated to do so. I even offered Rs 200/- when he came with me outside the police station but, he said no no sir, no need for this. But then on my file did not move from the police station, and I went from RPO to SP office but no one helped me. Then I wrote 3 letters to Ministry of External Affairs about the incidents and mentioning my file numbers and submission dates.That helped me though I had to call the office in New Delhi many times, and on one weekend of the 6th month, I got my passport delivered by registered post. And the joke was that a police officer visted my home very next day saying that I need to complete verification formalities, I told him I have got my passport and he said "Yes sir, in tatkal process you get passport first and then verification is done.", I reminded him that my passport was a normal one and I have waited for 6 month to get it and I have already completed verification process and will not do it again. I waited for my passport for 6 months and only spend Rs 1000/- for the fees and nothing extra.
