I will bet most of the driving license holders in TN paid bribes in some form...
I had to get a International Driving Permit on my visit to UK, luckily it was straightforward. I paid the normal fee and got the IDP on the same day with no bribes paid. The story does not end there, at the time of issuing the IDP I was asked to handover my existing normal driving license, then sign a register and was asked to get the license back when I return the IDP. I was not aware at that time that it was not required to hand the normal license to RTO, so I had handed in my original Indian license to the RTO office person who also made me sign a register as if this was normal practice. When I came back after a year to get my original license, I was asked to pay some money (bribe) to get it. Since I refused to pay the RTO refused to give my license. Basically they would make me come everyday and say they were busy and could not find my license ( a lame excuse ) after the 4th attempt I was ********** off... I asked them to keep the license with them and told them that the of money they demanded could even get me a new license if required. I have since moved to the UK and did not need a Indian License so far. I would be happy if someone from the Krishnagiri RTO reading this makes an attempt to return my license. Hmmmm I guess that will be far fetched may be if the sun rises in the west ;)
