I had been to a sub-registrar's office for getting an affidavit franked for Rs. 20. The official simply entered the details in his book as a matter of his daily routine of keeping the register, put the date seal, got it signed from the authority concerned and asked for Rs. 30. I was shocked and questioned him in a loud tone regarding the franking charges, to which he replied as Rs. 5. His face turned pale to my question and he told me to give Rs. 25 in exact change and not Rs. 100. He did not know that I had exact change with me, which I normally do and carry lots of change to face such situations in govt. Offices. I suggested him to put on a board or notice specifying the franking charges as Rs. 5. People don't know that irrespective of the document and the stamp value i.e franking, one is supposed to pay a charge of only Rs. 5. But he charged everybody with Rs. 10 and nicely pocketed Rs. 5 per transaction. 60 for a franking of 50, 110 for a franking of 100 and so on.... Upon my refusal to pay extra and having heard my debate, people standing beside me also paid him what is necessary and saved Rs. 5 each. Reached back my home and told the incident to parents. They too were happy. Even though it's a meager amount, i felt proud of myself and educated others indirectly. The feeling was great as though I had saved Rs. 500 .......
