New LPG Connection (domestic cooking gas)

I tried a lot and am waiting since 6 months for a new LPG cooking gas connection. But from every distributor (HP/BP) I get same answer "Currently we are not issuing any new connection"
Where as the gas supply guy says "Sahab jee mujhe 500/- de do , mai aap ko 3 ghantey mai connection dila deta hun"
I stay in Virar (Thane, MAH) . The story is same every where.
