"Penalty" (Bribe) levied on apartments who comply with Sewage Treatment requirements

The KSPCB (Pollution Control Board) has been pressurizing apartment associations in Bellandur and Sarjapur Road area to pay a huge penalty for supposedly letting out 'untreated' sewage into Bellandur Lake. Surprisingly all the targeted apartments have reasonably good STP (Sewage Treatment Plants) and many reuse the water for landscape and flush. What is released into the lake is the excess water that cannot be stored due to storage restrictions. There are hundreds of apartments in the area which do not have a STP and release raw sewage into the Bellandur lake. These apartments have been spared the stick by the KPSCB chairman. A few of the associations jointly filed a RTI to question the validity of the 'Penalty" that runs into several thousand rupees per Association. Answer is still awaited. We are willing to fight this clear misuse of authority & power and not pay anything beyond the standard annual fee which is a couple of hundred rupees only.
