Resisted paying a bribe to get my marriage certifate

This incident happened at the koramangala sub-registrar office in Feb 2010 where i had gone to get my marriage certificate. After providing all the required documents, the person who collects the fees asked me to pay service charge fee. i asked him if it was a government fees, to which he replied that it was for them to finish work. The government fees was 170 rs. I told him that i will pay only the amount stipulated by the government, to which he said that everyone who registers here pays the service charge and it is the norm. I put my foot down and told him i will not pay the bribe, and since he had given me the certificate he didnt have any option but to accept what i paid as government fee. All this happened right in front of the Assistant sub-registrar who didnt blink an eye or reprimand the guy for asking bribe and continued with his work. Obviously he too gets a share of the "Services" fee paid by people.
