What is Learner’s License?

A valid Learner’s License (LL) is a pre-requisite to get a permanent Driving License (DL).

Since you are living in a rented house, it is advised that you get a Driving License made in Haryana only, of which you have a Permanent Residence Proof. Driving Licenses in India are valid Pan-India, i.e. even if you get your license made with Haryana RTO, it will be valid in Ghaziabad or any other place in India. Moreover, in case you get your driving license made in your temporary/rented house address, and you move out of there, then you will have to re-apply again for changing the residence address on your license,  when you move out of that house, which can be very burdensome and time consuming. So it is advised that you get your learner license made at your native place. The learner license is valid for a period of 6 months. However, you can apply after one month for a permanent license, upon getting of your temporary driving license.
