I am working as Principal Scientist with Statutory body i.e. CCS

I am working as Principal Scientist with Statutory body i.e. CCS HAU Hisar. I Have applied for passport online. I have taken identity certificate from my employer. I want to apply for passport for my wife also. Kindly guide me whether is it mandatory forgetting noc/ identity certificate from my employer for her also. Also guide as if she can get it whether if she applies at an individual with pre police verification
