IT Officer demands bribe from my charity

I am an NRI and have been supporting a charity in Punjab for the last 12 years. We give scholarships to poor girls for their education. I give about Rs 5 lacs each year. I recently came to know that I need permission from MOHA to fund an Indian charity from foreign sources, something I never did. An IT officer discovered this and is now asking for a huge bribe to clear our taxes or to impose a huge fine. I don't understand how an IT officer has jurisdiction on this matter. I am shocked that he wants a bribe from someone who has been helping poor girls complete their education. Any ideas on what I can do? If the IT officer imposes a fine, do we have to pay it or can we take it up for appeal? Can we appeal to anyone's good sense?

Foreign contributions to charitable organizations / entities are covered by Foreign Contribution Regulation Act (FCRA) administered by Ministry of Home Affairs, Government of India. Charitable organizations situated in India are required under the Act to obtain FCRA number to receive donations from foreign donors. Donations so received from the foreign agency / individuals from abroad are subject to income tax assessment by income tax authorities. In the instant case, if the institution receiving contribution from a foreign individual does not have FCRA number and has not been filing income tax returns on a regular basis, income tax authorities have jurisdiction over such transactions and are legally empowered to impose fine if the amounts so received are not tax exempt.”
