My cousin brother got married to a US citizen in July 2013 under the Special Marriages Act. the Marriage Registrar who was present issued a certificate. When the certificate was submitted for authentication the registration authorities stated that the registrar did not have a valid registration and or the documents /certificate templates s/he used, the process s/he adopted were outdated (they are not clearly stating the reason for rejecting the certificate); hence the certificate is not valid and suggested that the marriage should be re-registered. The couple had applied for visa/travel documents based on the the certificate issued by the registrar present at the time of their marriage. Now since the certificate will not be or cannot be authenticate, what do they do? Please help!!!
