While registering the agreement of sale, I am told that I have to

• Registration of Sale Deed

While registering the agreement of sale, I am told that I have to pay it as DD and then an additional amount nearly Rs 4200/- in cash towards registration, scanning and other charges. Why should it be in cash? Is this a bribe?
