I had to go to the FRRO in Bangalore for getting a PIO card for my son. (we are Indian citizens)The officials were very helpful, very thorough and there wasn't even a hint of a bribe. My advice to anyone who wants such services is
1. Once you are told what documents are needed, do not waste time in arguing about why other documents will be just as good. None of us would dream of arguing like this at the US consulate and I see a lot of NRIs doing just that while the officials respond patiently
2. Expect one or two goof ups from lower level people. We spent 2 hours in a line once only to be told that we were in the wrong line. Could they have been clearer? Probably yes but these things will happen in bureaucracies.
