I had applied for ration card address change in 2006, and it was a horrible experience - standing in a l and gave long queue on hot sun, talking to touts, and changing bribes. When I went there again on 06 Nov 2013, it was quite different. THere was a organised office and clear counters, where officers respondedly promptly and gave a clear date for return of the card after address change.
On the mentioned day, I have to just collect it from the counter. No hassles/ Bussles.
