Asking directly bribe to complete our work

Two officers (village accountant - Shivakumar, Revenue inspector - Vinu) in Revenue department, Madikeri Hobli, Kodagu district. They are worst officers in the department, i paid a bribe of Rs.2000 3 month ago, and still the work pending in the office they asking bribe again to move the files directly, and saying if you not pay the money your file will not move. The both offers supporting each other in bribe, As i know they are making atleast Rs. 5000 a day from bribe, many uneducated people coming here to complele their work from many years which still pending.
