Asking Money to Attest certificates

• Paid INR 200

I was asked to pay 200 rupees for getting attestation from gazetted officer at the primary health care centre, jp nagar, bangalore. I aksed him why do I need to give Money, he is telling like it is not his duty to put sign for me. PLease let me know duties, powers and responsibilities of a gazetted officer. Thanks in advance.
