BBMP Road Cutting

During my building construction, to take water connection, need to dug up road, but local political leader asks to give Rs 7000/- and he will take care of BBMP. Left with no choice, need to pay Rs. 5000/- finally as after adding the lands of 108 villages into BBMP by 2007, BBMP don't have finalize to issue khatha or plan sanction for such plots.
